About the role:

We are seeking an experienced Transport Sector Lead - KSA to lead the growth, technical direction and delivery of our transport infrastructure business in Saudi Arabia.

The role will lead the KSA portfolio across roads and highways, bridges, tunnels, civil structures, marine infrastructure and construction supervision.

This is a senior leadership role combining business development, client engagement, technical leadership, team development and project oversight. The successful candidate will strengthen our position in the Saudi market, secure new opportunities and build a sustainable multidisciplinary transport infrastructure business.

Key Responsibilities:

• Lead the KSA transport infrastructure business across roads and highways, bridges, tunnels, civil structures, marine infrastructure and construction supervision.

• Develop and implement the KSA business and growth strategy.

• Identify, position for and secure major transport infrastructure opportunities.

• Lead engagement with government authorities, developers, giga-project organisations, major contractors and strategic partners.

• Build a strong opportunity pipeline and convert relationships into tender invitations, partnerships and project awards.

• Lead prequalifications, expressions of interest, proposals and major tender submissions.

• Provide senior technical, commercial and operational oversight of projects.

• Ensure projects are delivered in accordance with agreed quality, programme, commercial and client requirements.

• Build and lead a high-performing multidisciplinary team in KSA, including the development of Saudi talent.

• Coordinate with regional and international technical teams to bring the most appropriate expertise to the Saudi market.

• Represent the company at senior client meetings, industry events and professional forums.

Mandatory KSA Market Relationships:

The candidate must have an extensive, established and demonstrable senior-level network in Saudi Arabia, particularly in Riyadh.

This should include strong relationships with:

• The Ministry of Transport and Logistic Services and its associated entities.

• The Royal Commission for Riyadh City.

• Riyadh Municipality and other relevant authorities.

• Qiddiya and other major government-backed developers and giga-project organisations.

• Leading Saudi and international contractors delivering major infrastructure projects in the Kingdom.

• Candidates must demonstrate how these relationships have previously generated market access, early opportunity intelligence, tender invitations, strategic partnerships and successful project awards. General knowledge of the Saudi market without a proven network and business-development record will not be sufficient.

Qualifications and Experience

• Bachelor’s degree in civil engineering or a related discipline. A master’s degree and professional registration are preferred.

• Typically, at least 20 years of relevant experience in transport infrastructure consultancy or major project delivery.

• Strong technical background in one or more of the relevant disciplines, supported by the ability to lead a multidisciplinary portfolio.

• Significant experience working in Saudi Arabia, with a strong understanding of the local market, procurement environment and authority requirements.

• Proven experience in business development, client management and securing major consultancy appointments.

• Strong relationships with government authorities, developers, contractors and strategic partners in KSA.

• Demonstrated experience leading multidisciplinary teams and overseeing technically and commercially complex projects.

• Strong commercial awareness, including project governance, contracts, risk, profitability and resource management.

• Excellent leadership, communication, negotiation and stakeholder-management skills.

• The role requires a commercially focused technical leader who can develop trusted relationships, secure profitable work and lead a strong, sustainable transport infrastructure business in Saudi Arabia
