Short Description

We are seeking an experienced Contracts & Procurement Lead to lead end-to-end contracting and procurement activities for a major industrial project in Jubail.

Function Description

Key Responsibilities

As Contracts & Procurement Lead, you will:

• Lead the full contracting and procurement lifecycle, from requisition and sourcing strategy through tendering, evaluation, negotiation, award, contract execution and close-out.

• Develop and recommend appropriate contracting strategies, including lump-sum, unit-rate and other suitable commercial models.

• Lead tendering activities, bid meetings, commercial evaluations, negotiations and contract award processes.

• Review and ensure that contracts meet all commercial, legal and technical requirements.

• Manage supplier and contractor performance throughout contract execution.

• Identify the root causes of delivery delays, contractual issues and disputes and support appropriate resolution.

• Advise project stakeholders on contract strategy, procurement risk, supplier capability and market conditions.

• Develop and execute short- and medium-term procurement and contracting strategies aligned with project objectives.

• Establish and monitor procurement and contracting KPIs, including cycle time, cost savings and supplier performance.

• Manage procurement budgets, expenditure forecasts and cost-control activities.

• Identify cost-saving opportunities while maintaining required quality, safety and project standards.

• Lead supplier qualification, evaluation, performance monitoring and vendor development activities.

• Ensure compliance with IKTVA, LCGPA and local-content requirements.

• Work closely with Engineering, Project, Finance, Logistics and HSEQ teams to align contracting and procurement activities with project requirements.

• Manage and supervise the Contracts & Procurement team, assign responsibilities, set objectives and monitor performance.

• Coach and develop team members and support capability building within the function.

• - Support the implementation and continuous improvement of procurement policies, procedures, controls and systems.

• Lead or support the use of ERP and contract-management platforms such as SAP, Oracle, Ariba and Procon.

• Ensure procurement and contracting activities comply with applicable HSE and contractor-safety requirements.

Requirements

• Bachelor’s degree in Engineering, Business Administration, Supply Chain Management or a related discipline.

• Minimum 15 years of experience in Contracts and Procurement.

• Minimum 5 years of experience in the Middle East, including Saudi Arabia.

• Strong and demonstrable experience in contracts management, not only operational purchasing.

• Bid and commercial evaluation

• Contract negotiation

• Contract award

• Supplier and contractor management

• Contract administration

• Contract close-out

• Contractual risk and dispute management

• Professional procurement/contracts certification or accreditation from a recognized international body such as MCIPS, CPSM, CPM or equivalent.

• Strong knowledge of procurement lifecycle, commercial evaluation, supplier management and cost analysis.

• Strong leadership experience managing Contracts and/or Procurement teams.

Highly Preferred

Candidates with the following experience will be strongly preferred:

• EPC / EPCM / Capital Project contracting and procurement experience

• Large industrial, oil & gas, petrochemical, mining, metals or heavy-industry projects

• Experience managing major EPC or capital-project contracts

• Knowledge of Saudi Aramco procurement and contracting standards

• Strong understanding of FIDIC, NEC or similar international contract frameworks

• Experience with IKTVA / LCGPA / Saudi Local Content

• Hands-on experience with SAP, Oracle, Ariba and/or Procon

• Experience working in multicultural project environments
