About the role Position Title: Consultant-Regulatory and Compliance Work Location: Kuwait Department: On-sync Energy Management Services Company. Job Responsibilities • Identify and evaluate potential Oil & Gas investment and business development opportunities in alignment with organizational strategy and business plans. • Conduct initial screening and economic assessments of potential assets in collaboration with petroleum economists and relevant technical teams. • Coordinate multidisciplinary assessments of selected assets, including business model evaluation, commercial viability, regulatory considerations, and budget alignment. • Develop and evaluate business models and commercial strategies for potential partnerships and investment opportunities. • Coordinate the preparation, review, and approval of tender Terms & Conditions in collaboration with relevant technical, commercial, legal, and other stakeholders. • Participate in discussions and negotiations with potential partners throughout the tender and business development cycle. • Review project economics, financing considerations, commercial risks, and investment recommendations and present findings to management. • Coordinate with planning and finance teams to ensure appropriate budgets and funding requirements are identified and addressed. • Monitor implementation of approved contractual Terms & Conditions throughout the partnership lifecycle, including establishment of operating structures where applicable. • Oversee compliance with approved contractual, commercial, legal, and technical requirements during contract execution. • Coordinate post-tender amendments and adjustments to contractual Terms & Conditions and assess their legal and commercial implications. • Provide guidance on contract clauses, commercial risks, and legal considerations to support effective partnership management. • Assess asset and partnership performance in preparation for contract renewal, identifying risks, improvement areas, and potential opportunities. • Coordinate with internal multidisciplinary teams, external advisers, government entities, consultants, and potential partners as required. • Identify opportunities to improve business development, commercial, and organizational processes and provide recommendations to management. Qualification Requirements • Bachelor’s degree in Engineering, Geosciences, Business Administration, or a related discipline. • Minimum 15 years of technical and commercial experience in the Oil & Gas industry, preferably within Upstream/E&P operations. • Proven experience in evaluating Oil & Gas assets and investment opportunities, including economic and commercial assessments. • Experience developing business models, assessing commercial viability, and supporting strategic partnerships or investment decisions. • Experience with Oil & Gas tendering, contract Terms & Conditions, commercial negotiations, and contract lifecycle management. • Good understanding of regulatory requirements, industry practices, and risk management applicable to Oil & Gas projects. • Strong understanding of contract law and the legal and commercial implications of drafting and negotiating Terms & Conditions. • Strong project management skills, with the ability to manage multiple complex initiatives and deliver within agreed timelines and budgets. • Strong analytical, commercial, negotiation, stakeholder-management, and communication skills.
