Position Title: Senior Human Resources Specialist

Location: Dubai, United Arab Emirates

Job Type: Full-Time

About the Role

We are seeking an experienced Senior Human Resources Specialist to manage and support Human Resources operations for Reef Group’s growing presence in the UAE.

This role will serve as the primary HR representative for the Dubai office and will be the main point of contact between employees and management in the UAE and the Human Resources Department at Reef Group Headquarters in Riyadh.

The Senior Human Resources Specialist will be responsible for ensuring smooth HR operations, effective communication with the Headquarters HR team, and consistent implementation of Group HR policies, procedures, and practices across the UAE operations.

The role covers the full employee lifecycle, including onboarding, employee relations, HR administration, attendance and leave management, payroll coordination, employee documentation, government-related employment processes, and offboarding.

Key Responsibilities

• Manage day-to-day Human Resources operations for Reef Group in the UAE.

• Act as the primary HR point of contact for the Dubai office and maintain continuous communication and coordination with the Human Resources Department at Reef Group Headquarters.

• Represent the Headquarters HR function locally and ensure HR directions, policies, procedures, and initiatives are properly implemented across the UAE operations.

• Provide regular updates to the Headquarters HR team regarding employee matters, HR operations, workforce changes, employee relations, and other relevant HR topics.

• Escalate significant employee relations matters, policy exceptions, disciplinary cases, and other critical HR issues to the Headquarters HR management when required.

• Coordinate employee onboarding and ensure all joining requirements, documentation, system access, orientation, and related arrangements are completed accurately and on time.

• Manage employee offboarding processes, including clearances, documentation, final procedures, and coordination with relevant departments.

• Maintain accurate and up-to-date employee records, personnel files, employment contracts, and HR documentation.

• Prepare employment contracts, salary certificates, employment letters, HR forms, and other employee-related documentation.

• Coordinate visa, work permit, Emirates ID, medical insurance, and other employment-related government processes with relevant stakeholders and service providers.

• Monitor employee attendance, leave balances, working schedules, and related HR records.

• Coordinate monthly payroll inputs and ensure all employee changes, attendance records, leave, deductions, allowances, and salary adjustments are accurately communicated to the relevant teams.

• Handle employee inquiries and provide guidance on HR policies, procedures, benefits, and employment-related matters.

• Ensure HR practices and employment processes comply with applicable UAE Labor Law, company policies, and Group HR standards.

• Coordinate contract renewals, promotions, transfers, salary adjustments, employee confirmations, and other employment changes.

• Monitor the validity and expiry dates of employment contracts, visas, work permits, Emirates IDs, insurance policies, and other employee documentation.

• Support disciplinary and grievance processes in coordination with Human Resources management at Headquarters.

• Coordinate with Finance, IT, Administration, Government Relations, Talent Acquisition, and other departments on employee-related requirements.

• Support recruitment activities when required, including candidate coordination, documentation, offers, and joining arrangements.

• Ensure employees are enrolled in applicable benefits and medical insurance programs and maintain accurate benefit records.

• Prepare periodic HR reports and provide updates on headcount, turnover, attendance, leave, employee movements, and other HR metrics.

• Support the implementation and continuous improvement of HR policies, procedures, systems, and employee services.

• Participate in Group HR projects, initiatives, and employee engagement activities and coordinate their implementation within the UAE.

• Ensure confidentiality and proper handling of all employee information and Human Resources records.

• Maintain consistent communication and alignment between the Dubai office and Reef Group Headquarters to ensure effective and unified HR practices across the organization.

Required Qualifications

• Bachelor’s degree in Human Resources, Business Administration, Management, or an equivalent field.

• Professional HR certification such as SHRM, CIPD, HRCI, or an equivalent qualification is an advantage.

• 3 to 6 years of relevant Human Resources experience, with strong exposure to HR Operations, employee relations, onboarding, payroll coordination, and employee lifecycle management.

• Strong practical knowledge of UAE Labor Law and employment requirements is required.

• Experience within a retail organization, large group, multi-entity organization, or fast-growing company is an advantage.

• Good understanding of employment contracts, visas, work permits, Emirates IDs, and related UAE employment requirements.

• High level of confidentiality, integrity, professionalism, and attention to detail.

• Strong problem-solving and decision-making skills.

• Ability to manage multiple HR priorities in a fast-paced and growing organization.

• Strong reporting, documentation, and analytical skills.

• Proficiency in Microsoft Office and HR systems.
