## Description

Job Summary

We are seeking an experienced and detail-oriented Quantity Surveyor with a Civil Engineering background to manage cost estimation, quantity take-offs, BOQs, tendering, contract administration, and project cost control for our construction and real estate projects.

The ideal candidate must hold a Bachelor’s Degree in Civil Engineering, have strong UAE construction experience, and possess valid Dubai Municipality approval for G+4 building projects.

The Quantity Surveyor will ensure projects are delivered within approved budgets while maintaining quality, contractual compliance, and adherence to Dubai Municipality, RERA/DLD, and other applicable authority requirements. Dubai Municipality’s G+4 contracting technical-staff requirements identify a Civil Engineering bachelor’s degree as a required engineering qualification for this category.

Key Responsibilities

• Prepare accurate cost estimates, quantity take-offs, Bills of Quantities (BOQs), tender documents, and cost plans for civil, structural, architectural, and finishing works.

• Review approved architectural, structural, civil, MEP coordination drawings, specifications, and scope of work to determine material, labor, equipment, and subcontractor requirements.

• Carry out feasibility studies, preliminary cost advice, value-engineering proposals, and budget estimates during pre-contract stages.

• Prepare tender inquiries, evaluate quotations from contractors, subcontractors, and suppliers, and produce comparative tender-analysis reports.

• Negotiate rates, payment terms, scope clarifications, exclusions, and commercial conditions with subcontractors and suppliers.

• Administer pre-contract and post-contract QS activities, including letters of intent, subcontracts, variations, extension-of-time cost implications, claims, and final accounts.

• Prepare, assess, and certify interim payment applications, progress payments, retention amounts, advance-payment recoveries, and final payments for contractors, subcontractors, and consultants.

• Measure completed site works and verify quantities against approved drawings, BOQs, site records, and actual progress.

• Monitor project budgets, commitments, cost-to-complete forecasts, cash-flow forecasts, and cost reports; promptly flag budget risks or cost overruns to management.

• Maintain complete records of BOQs, quotations, tender comparisons, purchase orders, variation orders, payment certificates, claims, and contractual correspondence.

• Coordinate closely with project managers, site engineers, structural engineers, procurement teams, consultants, and finance teams to maintain cost control throughout the project life cycle.

• Support procurement by preparing material requisitions, evaluating supplier quotations, and ensuring selected materials comply with project specifications and approved submittals.

• Ensure cost and contractual work complies with project requirements, FIDIC principles, company procedures, and relevant UAE authority requirements.

• Use practical civil and structural construction knowledge to validate quantities for concrete, reinforcement steel, formwork, excavation, foundations, blockwork, plastering, waterproofing, finishes, and external works.

• Assist in preparing final accounts, project close-out documentation, and commercial handover records.

Qualifications and Experience

• Bachelor’s Degree in Civil Engineering is mandatory.

• Valid Dubai Municipality-approved G+4 approval is mandatory.

• Minimum 3 years of experience as a Quantity Surveyor, Cost Engineer, or Civil Engineer/QS in UAE building construction or real estate projects.

• Proven experience in low-rise building construction

• Strong experience in pre-contract and post-contract quantity surveying.

• Solid understanding of structural and civil works, including reinforced concrete, foundations, formwork, reinforcement, blockwork, masonry, waterproofing, finishes, and external works.

• Working knowledge of FIDIC contracts, tendering procedures, subcontract administration, variation valuation, claims, and final-account preparation.

• Good understanding of Dubai Municipality requirements and construction approval processes. Dubai Municipality’s qualification framework classifies G+4 as a defined building category with technical staffing criteria.

• Experience coordinating with consultants, contractors, suppliers, and site teams in the UAE.

• Proficiency in MS Excel is essential; working knowledge of AutoCAD and QS software such as CostX, Candy, PlanSwift, Bluebeam, or similar tools is preferred.

• Strong numerical, analytical, commercial negotiation, and reporting skills.

• Excellent English communication skills, both written and verbal.

• UAE driving licence is an advantage.

• Must be willing to work in or relocate to Ras Al Khaimah.

• Immediate availability or a short notice period is preferred.
