## Description

The ideal candidate will be comfortable with creating an engineering plan for land development based on their calculations and any research conducted. They should have experience with AutoCAD and be able to utilize strong design skills in order to create visual aids. By utilizing strong organizational and communication skills, this candidate will also have the ability to execute a project based on the criteria outlined.

Qualifications

A Procurement and Estimation (Pricing) Civil Engineer** handles the financial and commercial preparation of construction bids, as well as the sourcing of materials, subcontracts, and services required to execute projects profitably.

**Estimation & Pricing Duties**

* **Quantity Takeoff:** Analyze architectural/structural drawings and specifications to perform precise material takeoffs and calculate accurate quantities.

* **Cost Estimation:** Prepare comprehensive cost estimates for materials, labor, plant/equipment, and subcontractor packages for tenders and new projects.

* **BOQ Preparation:** Draft and review Bills of Quantities (BOQs) aligned with project specifications and standard measurement methods (e.g., POMI, CESSM).

* **Vendor & Subcontractor Quotes:** Request, collect, and evaluate commercial quotes from suppliers and specialized subcontractors to secure competitive pricing.

* **Risk & Profit Analysis:** Identify potential commercial risks, evaluate contract conditions, and recommend markup/profit margins based on market rates.

* **Tender Submissions:** Compile final technical and financial tender packages and submit bid clarifications to clients/consultants.

**Procurement Duties**

* **Material Sourcing:** Source suppliers and materials that meet project specifications, quality standards, and budget constraints.

* **Commercial Negotiation:** Negotiate pricing, payment terms, delivery schedules, and warranties with vendors and subcontractors.

* **Subcontractor Management:** Draft, review, and issue Purchase Orders (POs) and subcontract agreements in coordination with legal/commercial teams.

* **Prequalification & Approval:** Prepare material submittals and vendor prequalification documents for engineer/consultant approval.

* **Supply Chain Tracking:** Coordinate with site teams and logistics to ensure timely on-site delivery of materials to prevent construction delays.

* **Cost Control:** Compare actual procurement costs against estimated budgets to monitor savings or cost overruns throughout the project lifecycle.
