Role Description This is a full-time, on-site role for a Civil Procurement Engineer (Arabic Speaker), based in Abu Dhabi Emirate, United Arab Emirates. The Civil Procurement Engineer will oversee the end-to-end procurement process for civil and infrastructure projects, including sourcing, evaluating, and selecting suppliers and subcontractors for materials, equipment, and services. Responsibilities include preparing and issuing RFQs, analyzing technical and commercial bids, negotiating terms and prices, and preparing purchase orders and contracts in line with company policies and project requirements. The role involves close coordination with engineering, project management, site teams, and finance to ensure timely delivery of materials, compliance with specifications, and adherence to budget. The Civil Procurement Engineer will maintain supplier databases, monitor supplier performance, support cost optimization initiatives, and prepare regular procurement reports, using both Arabic and English for documentation and communication.

Qualifications

• Strong civil engineering and construction knowledge, including familiarity with infrastructure, roads, and building materials and standards.

• Proficiency in procurement and supply chain activities such as sourcing, tendering, bid evaluation, negotiation, and contract administration.

• Ability to read and interpret technical drawings, specifications, and bills of quantities, and translate them into accurate procurement requirements.

• Excellent communication skills in Arabic and English, with capability to prepare clear correspondence, reports, and procurement documentation.

• Solid organizational and analytical skills, including attention to detail, cost analysis, vendor performance tracking, and deadline management.

• Competence with ERP or procurement systems, MS Office (Excel, Word, Outlook), and basic data management tools used in contracting companies.

• Bachelor’s degree in Civil Engineering or a related discipline; additional certification in procurement or supply chain is an advantage.

• Previous experience in procurement within a civil contracting or construction environment in the UAE or GCC region is highly beneficial.

• Knowledge of local and international suppliers, relevant regulations, and standard contracting practices in the construction sector.

• Ability to work collaboratively with multidisciplinary project teams and maintain ethical, transparent procurement practices.
