JD: Senior Quantity Surveyor (ME&I)

Position Summary

The Senior Quantity Surveyor (ME&I) is responsible for managing all quantity surveying, commercial, and cost management activities related to Mechanical, Electrical, Instrumentation, and Telecommunication (ME&I) works. The role includes preparation of quantity take-offs, Bills of Quantities (BOQs), evaluation of contractor claims and variations, preparation of work orders, cost estimation, and contract administration throughout the project lifecycle.

Key Responsibilities

• Quantity Take-Off & BOQ Development

• Prepare detailed quantity take-offs from engineering drawings, specifications, and project documents.

• Develop and review Bills of Quantities (BOQs) for Mechanical, Electrical, Instrumentation, and Telecom works.

• Verify material quantities for estimation, procurement and tendering purposes.

• Ensure BOQs comply with project specifications, client standards, and contractual requirements.

Cost Estimation & Work Orders

• Prepare cost estimates and pricing for new projects, work orders, and additional scope.

• Develop work order cost breakdowns and supporting commercial documentation.

• Prepare engineer’s estimates and benchmark project costs.

• Support budget preparation and cost forecasting.

Claims & Variation Evaluation

• Evaluate contractor variation orders (VOs), change requests, and contractual claims.

• Assess entitlement, quantity, rates, and supporting documentation.

• Review Extension of Time (EOT)-related commercial impacts.

• Prepare commercial evaluation reports and recommendations for management approval.

Tendering & Commercial Support

• Prepare tender BOQs and pricing schedules.

• Prepare Method of Measurements.

• Review subcontractor quotations and recommend award.

Qualifications

• Bachelor’s Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, or a related discipline.

• Professional certification (RICS, MRICS, CQS, or equivalent) is an advantage.

Experience

• Minimum 15 years of experience in Quantity Surveying and Commercial Management.

• Experience in ME&I construction methods, sequencing, and site execution is a strong advantage.

• Proven experience in Oil & Gas, Power, Infrastructure, or EPC/EPCM projects.

• Extensive experience in ME&I quantity take-offs and BOQ preparation.

• Strong experience in evaluating contractor claims, variation orders, and work orders.

• Experience in contract administration under FIDIC or similar international contract forms.
