Beginning of the main content section.Return to the home pagePrintable Format Job Description - Senior Legal Officer (26002682)Job Description Senior Legal Officer - (26002682) Job Description 1- Conduct comprehensive legal reviews of memoranda of understanding (MoU) and co-operation agreements to be entered into by government entities, ensuring that they are properly drafted and consistent with applicable local and federal legislation; and recommend any amendments necessary to enhance legal clarity and precision.2- Provide legal opinions on proposed MoUs and agreements, assess their legal implications, and determine whether they are consistent with the functions and statutory mandate of the relevant government entity.3- Coordinate the process for obtaining the necessary approvals for MoUs and cooperation agreements from the concerned entities, including the Ministry of Foreign Affairs; prepare requests for authorisation to enter into such memoranda and agreements; and ensure that all procedural requirements are fulfilled prior to their signing.4- Analyse the respective obligations of the government entity and the external party, and ensure that the MoU or agreement does not impose any unenforceable obligations or expose the government entity or the Government of Dubai to legal or financial risks.5- Follow up with government entities regarding MoUs and cooperation agreements following their signing, and monitor the implementation of, and compliance with, their provisions.6- Participate in negotiations with external parties to protect the interests of the government entity and the Government of Dubai, advise on the legal implications of proposed provisions, and recommend alternative drafting that achieves an appropriate balance between the parties.7- Develop standard templates for MoUs and cooperation agreements to ensure consistency in legal drafting, streamlining the process of entering into such instruments, and mitigating risks arising from variations in form and wording.
