The role holder independently develops and reviews legislation, regulatory instruments, legal opinions, and governance frameworks governing licensing, permits, content regulation, compliance, enforcement, and emerging media activities. The Senior Specialist Legal Oversight also supports the development of legally robust regulatory policies, advises on complex regulatory matters, contributes to legislative reform initiatives, and promotes consistency in the application of media laws across Dubai's regulatory ecosystem. General Responsibilities · Implement the operational requirements for Legal Oversight, in line with the overall Legal Oversight and Media Oversight strategy, vision and goals.· Work collaboratively with the Legal Oversight team and wider Media Oversight department to ensure smooth and on-time delivery of services to stakeholders· Provide metrics and supporting documents to the Head of Legal Oversight, to support with the monthly KPI reports2. Regulatory Framework Development and Legal Drafting· Draft and review media legislation, executive regulations, regulatory instruments, and legal frameworks to ensure Dubai's media regulatory environment remains clear, enforceable, and aligned with government priorities.· Develop legal wording for licensing requirements, permit conditions, compliance obligations, enforcement procedures, and regulatory guidance, supporting consistent application across regulated sectors.· Review proposed amendments to regulations and governance frameworks, assessing their legal implications before implementation.· Prepare legal briefing papers, explanatory notes, and supporting documentation to facilitate regulatory approvals and legislative development.· Monitor changes in UAE legislation and international regulatory developments, recommending updates that strengthen Dubai's regulatory framework.3. Regulatory Interpretation and Legal Advisory· Provide authoritative legal interpretation of media laws, regulations, licensing requirements, and enforcement provisions to support informed regulatory decision-making across DMC.· Prepare legal opinions relating to complex licensing, content regulation, compliance, governance, and enforcement matters, enabling consistent application of regulatory requirements.· Assess legal implications arising from new technologies, digital platforms, artificial intelligence, streaming services, gaming ecosystems, and emerging media models.· Advise internal stakeholders on the legal application of regulatory powers, ensuring decisions remain lawful, proportionate, and defensible.· Identify legal risks associated with regulatory decisions and recommend appropriate mitigation measures that strengthen regulatory integrity.4. Legal Support for Regulatory Enforcement· Review inspection reports, investigation findings, proposed violations, and enforcement case files prepared by Compliance and Inspection teams to ensure all enforcement actions are supported by applicable legislation, sufficient evidence, and due legal process.· Work closely with the Compliance Section Head, Senior Inspectors, and Inspectors to provide legal guidance throughout inspection and enforcement activities, ensuring inspection findings, notices, and administrative penalties are legally robust before enforcement action is taken.· Review proposed fines, corrective actions, license restrictions, suspension recommendations, and other enforcement measures to ensure regulatory decisions are lawful, proportionate, consistent, and capable of withstanding legal challenge.· Support the legal interpretation of content standards, licensing obligations, permit conditions, and compliance requirements where enforcement action is being considered.· Support judicial proceedings and administrative review processes by preparing legal analyses, position papers, and supporting documentation where required.5.
